It *wants* to be a Coen Brothers film. It *wants* to be a clever, acerbic, darkly sarcastic satire of the US armed forces and its sometimes very strange practices. I suspect I enjoyed it more than most reviewers because I am old enough to remember when the US actually DID try idiotic things like 'remote viewing' for target acquisition. There's more to this movie that is factual than the general film-goer probably realises. There were some laughs, and it was a bit of a trip down memory lane, but it would have been much better if it *had* been a Coen brothers production. I recommend it as a rental, to people over 40 who like satire.
